I don't think any legitimate CDN merchant would allow some DMCA content - sure sometimes CF doesn't care, but they have to deal with complaints as well.

From my experience, you can never go wrong with a merchant that has as much bandwidth reserve as possible. When a massive attack comes in, even cleansing requires enough ports to mitigate it.
