Personally I don't have a problem if IP is blacklisted. I don't use such cheap servers for sending email anyway.

I think just about any cheap/free vps they sold has bad ip reputation. I got the blacklist and SMTP block notification as well right after they provisioned the server.

Frankfurt or Amsterdam. Stick with NL/DE/FR for cheap options, otherwise Sweden or Finland could be better, but it won't matter as much.

Nobody squanders resources just for kicks, and a botnet isn't cheap at all.
