Talk to modern routers' enthusiasts, they manage to install some crazy stuff from time to time. There should be people running such layered VPN setups.

I don't think Shadowsocks (and friends?) is really concerned with detection on the receiving end. It just obfuscates packets between the client and the VPN server. I might be wrong though.
