Server4you provides or allows to install cpanel only in their US servers. Moreover contabo is charging setup fees (Image)

If you need it in EU it is possible with Server4you or Contabo but they won't have 8 cores for 8 GB RAM.

There are a few who do charge setup fee for vps for example Contabo but the number of such providers is decreasing day by day.

So far the best I've come up with is Contabo, but it seems they aren't really recommended here.

Most of the German hosts including Hetzner & Contabo do that as well.

I have looked at contabo (netherlands, high setup cost), server4you (need to prepay for 6months to get less price) and keyweb.de
