I am also like 90% sure to operate a VPN service in MY, be it free or paid, requires licensing and Tor likely falls under that law.

This is within thailand. This may be ok for running a small website or openclaw / hermes but definitely not enough for personal proxy/vpn. Razorspeed should be better - though it is against their TOS.
