Provider it-self writes that his ISP is incompetent to debug real on-going problem with upload speed. Wtf are you writing here... He accept the fact that problem is present and it is not normal. Holy

I did the same test again, same file, just in the other direction, using scp (slower) and from my home DSL (much slower than Hybula) and still achieved a bit over 20 Mb/s.

I don't compare myself directly to Hetzner because I don't offer the same facilities, and I'm aware that I can't afford it.
