OVH has some good options for dedicated servers. RackNerd might also have something, and for testing, even Oracle Cloud could work.

It wasn't a problem for my specific use case, but I don't know if this was just a mistake on my order or a general error with their setup.

If its only for storing files, why not storage box ? It will be cheaper and way faster than setup vps. Either way files are stored on someone else hdd.
