I use both IncogNET US/EU and BuyVM (all locations)

that reminds me, i had similar issues when i hosted a bot on buyvm (US i think) and response time was close to a second but on other servers it was much faster

BuyVM is more reputed as its older, own most (if not all) of their stuff and overall a bigger company
