I think that’s for colocation. You buy the hardware then pay each month for them to host it in a datacenter. When you cancel they ship the hardware to you for a fee.

Normal datacenters, the old ones -- thats the majority of what is out there for normal colocation providers like us, are build for 0.5 kw/sqm - 1.5 kw/sqm cooling.

Cost for the colocation power and bandwidth is more than your $25 budget. You will have a hard time even if you owned the equipment to get colocation that price.

There was a hobby colocation provider explosive.net between the late-90s and 2007. They ran off a single T1 line from someone's Bay Area basement, and later dedicated DSL.

After ownership transfers, the servers will remain in the same data center under a colocation agreement.
