The problem with Hulu is not about the country only. Hulu is blocking all non-residential IP ranges that they find out, and that includes most datacenter-based VPS providers.

Even if you have a decent download speed most residential connections have comparatively slow upload speeds so sending the data back to the server would probably take a while.
