I almost thought I had it with netcup with their VPS 200 G10s, but they seem to hide CPU flags making it fail to meet x86-64-v3, and their ARM servers don't have low end options.

I'm looking for a VPS to host my Email SMTP server. I've heard a lot of people say that netcup's IPs are rarely flagged as spam, but I'm wondering if there are any other good options.

Tough spot, but you're not alone. Had a similar run-in with Netcup myself. Seems like a lot of German providers lock you in with these kinds of contracts.
