What is the point of the VPN with a dedicated IP? You may as well just use an annual paid VPS and run wireguard from that.

Wireguard with static IP is quite easy. Grab a cheap VPS and install Wireguard VPN using the script from Nyr or from Angristan.

It'll work with any VPN that gives you a Wireguard config file to manually configure the connection, (which I'm 99% sure Windscribe does).

In BF time that is 5-7 VPS (assuming you can find deals 7-10 euros/y) and you can use them all by yourself, no blocked ips from vpn no speed throttling etc .. Dedicated ip from VPN provider is a no go
