I have one vm in Seattle which is not from Racknerd/Colocrossing and has only single homed cogent. Its latency to 8.8.8.8 is also 20ms. It may be Cogent/Google problem. By the way how much do you pay?

try raising the issue with their IP originator (ColoCrossing?) citing support cost reasons.

Server price is relative, as in $7 is relatively cheap but also adds up if you have several of them for non profit use. For $7 you can get yearly compute, 500gb storage box, or this 700g box of Christ

Using sshfs and mounting that way; I download on other machines with NVME and then moving to the DA box when the download is complete. Best of both worlds and dirt cheap (Image)
