You could change the WHOIS information to reflect an ISP which you consider as 'residential'. However, you may have some issues with this.

Why use providers? Does Netflix block non-residential IPs? If not then a VPS might be a good idea. I don't do Netflix, but my own VPS/VPN is cheap and fast.

But it's not clear what distribution you're asking about. Like, routable addresses, addresses assigned by hosting companies, residential addresses, etc.?

Residential ISPs most often don't offer this kind of service, simply due to the lack of infrastructure.

If the attacker wanted to do that, would probably be more effective hitting off the residential lines.
