I don't want residential IPs—just two servers in Germany without any issues for use.

The only way to be 100% sure is getting a fixed residential IP/proxy from an ASN that's actually registered as an ISP, which can be pretty hard to find and might be a bit overkill for this purpose. It

You need residential IPs to scrape Instagram, they have very aggressive rate limits for datacenter IPs. I think they're also pretty strict even for residential IPs so you need much more than 1.
