mtr.sh tells me 1. AWS, Columbus 186ms 2. Linode, Newark 192ms 3. Atlanta 201ms, rest all locations in USA 220+.

For 5$ JP VPS with your bandwidyh requiement, I'd say stick to linode or vultr.

Do you need unmetered bandwidth or? If not, the big clouds: Vultr & Linode will work for you, all in your budget limit. DigitalOcean currently don’t have bandwidth limit, but they may enforce
