The only one I see serious (from Germans - instead of Germany) is Hetzner and Netcup.

It seems quite normal to see some "steal" on linux VPS but I can't comment on netcup specifically because I don't have a VPS with them but a VDS ("root server"). I'

i m already using netcup but not happy with the network speed. I have people from every continent downloading stuff from my web, frankfurt would be better as location.

Maybe consider using netcup?
