Which is harder in my view. Becoming a residential ISP is much easier.

Unless a resident in the US pays for a dedicated IP, in most cases their IPs switch every few hours to every few days. The only way to achieve this successfully would be to use a separate IP reference

The solution is simple. Buy a residential account like everyone else does, and pay or convince someone to host it at their place for you.
