Honestly detecting it would be easy. Resolve an IP's RDNS and check a /24 on a regular basis? How many residential ISPs have RDNS that'll look like a /24

No, they are a residential ISP, they do not provide VPS and if they did they would not provide them on a dynamic DSL IP range.

The actual use for servers is probably way more outgoing than incoming (which is why you had to pay only for outgoing traffic at Hetzner until now), so very similar to residential where it's the other
