Also, I’m wondering about the “DoS target” part — does this mean that if I get DDoS’d, I’m violating the TOS? I don’t think anyone asks to be DDoS’d in order for it to count as a violation of the rule

I'm with others, I'll say stay with cloudflare, ddos migration is the only reason I'll stay. You aren't going to find a provider with ddos protection as good as them (price wise).

Last month they faced with DDoS, that's why you have a problem with network.
