I had netcup pico for 2 years without single downtime. 2 times restarted by me for updates, znc up for almost year on both occasions.

THE major question though is whether it's really a VDS (as promised). To answer that in as fair a way possible, I looked up the numbers of a known to be a VDS server, an (older) netcup Xeon Gold root

If you are considering European VM nodes, the 4-core/8GB VPS offerings from @UltraVPS and Netcup are both quite suitable choices.
