Yah, it makes sense. But, in many cases, it also puts the collector's life at risk incase they mess with the wrong person, as happened in the case of those loan apps here.

bail is usually small too, just the size of tickets or fines people owe, to make sure if they don't show - that bail money can go to pay the fines.. but people cannot pay that back to the load shark b

loan sharks give loans. debt collectors go bash heads.. mostly it's those people who need cash now to put a small bail to get out of jail ASAP, but then they cannot pay back or don't wanna.

besides that you right, here in USA they actually sometimes buy off unpaid taxes debt from government, or maybe forced to buy, anyways - this is a type of debt they are not allowed to harass you about
