I've am/have been a customer with SSDNodes and Virmach, both from LET.

I checked all my other service providers (OVH, RackNerd, Virmach, Alibaba Cloud, SSDNodes, to name a few) and none of them do that.

MaxKVM has 1GB at 29 dollars, and 4GB at 79 dollars. Otherwise, SSDNodes has 8GB (effectively 2GB) at 59 dollars, but it's even more low-end than Contabo, so proceed at your own risk.

a typical gitlab-runner job which used to take 4-6mins on ssdnodes vps and being finish in less than 2mins 30secs.

by any chance is that vps from ssdnodes? and i never faced such issue so can't speak.

I have asked this question before, It's all about benchmark. Unless you want to pus 100% cpu for more than few minutes, you MUST go for dedicated processor. No question asked.
