i can access https://billing.deluxhost.net (which is behind CF) without issues, but https://vpsnew.deluxhost.net results in the same CF error page/timeout.

Only me saying "no work" really looks like user error on first and second look from a providers perspective

That seems like a configuration error more than anything else. Germany has been running stable as far as I know. Aren't any tickets opened due to stability issues
