If you can go to 12€, you could check Netcup, Strato, Ionos. They have stable 1€/month VPS.

Nothing beats the fking arm deal from netcup. Just that it's God awful arm and it's architectural compatibility issues otherwise it's crazy good combined with doubling ssd during their advent calendar
