They just put less VPS's on a single node and if the cpu load increases, they live migrate some to other nodes.

This is probably the biggest one. BitsFlowCloud admits it deducted existing user balances by percentage, downgraded VPS hardware from EPYC/Ryzen to Intel Gold, and raised renewal prices.

I can't vouch for them personally but AlphaVPS has a very good reputation. I doub't you would make a mistake their.
