@AnthonySmith and @Clouvider are the most active UK hosts around here unless I'm forgetting someone. Both are very solid. I believe AnthonySmith may also have stuff in NL. If not, try LiteServer.

Take a look at @LiteServer - they have what you need and are a solid provider but will over your budget (at normal prices) for KVM. Their regular OpenVZ prices should be within your budget though.

Since you mentioned this clause, I'd suggest Ultravps.eu, Liteserver 200GB plan for storage-value/$ , buyvm storage slabs if you can wait for it (LA only afaik),

Take a look at UltraVPS who are a solid provider. They probably still have their storage offers available. @liteserver is also an excellent provider though currently (based on their storage VPS range)
