A bit over your budget but how about liteserver.nl? Hint: Try old coupons. Last year easter discount was active until somewhere around christmas.

Then there is Hetzner at like 2.5€/m or Liteserver at 16€/year (+VAT minus whatever working coupon you happen to find) or vmhaus at i think 15€/year. All viable options in my opinion.

Take a look at @LiteServer - they have what you need and are a solid provider but will over your budget (at normal prices) for KVM. Their regular OpenVZ prices should be within your budget though.
