A lot of people I seen here buy onshore servers then proxy using offshore servers. That is normally cheaper

Bit higher means nothing, 160? 165? Its still very low for a 15 TB NVMe server.

If HDD is fine, OVH KS-STOR is $29 a month with 4 x 4 TB HDD. Even with $200 a month budget, 4 x 4 TB SSD will be very hard to find.
OVH KS-STOR is coming soon. 16 GB Storage 4 x 4 TB + 1 x 500 GB - 6 x 12 TB $26, do the proxying and you are good to go for well under $75.
also proxying from object storage is also good for $7/tb/month.

man, you only ask 1 Gbps bandwidth, which is 120 MB/s download and modern HDD usually has 100-200 MB/s read
so , unless you need very high IOPS, i don't know why you need NVMe
