I believe it's kinda hard getting 16GB RAM Ryzen for that price nowadays.

It's not your original request but if you're open to normal Minecraft hosting send me a message and I'll give you a deal under your limit. Europe location uses i9-9900K's, slightly older but game systems are usually under much less load than a VPS hypervisor, so you'll get a lot more real CPU resources to use than a VPS. MC servers have a 400% (4 core) limit. Recently started running game servers off of a new control panel that's more feature rich as well, also open to requests.
