Two limits upfront. We're in Eygelshoven, NL rather than physically Germany, though it sits on the border near Aachen so latency into Germany is single digit and our range geolocates as DE. And our DDR5 line on the 9950X tops out at 4 cores with 16 GB as a fixed plan, so 8 cores with 32 GB on DDR5 isn't something we can build.
What we can do at that size is our EPYC configurator, 8 cores on Zen 3 Milan with ECC DDR4, 32 GB RAM and 200 GB NVMe in RAID 1, at 24.99€/mo or 22.49€/mo with code LET10. Well inside your 40€, with ECC memory and considerably more storage than you'd usually get at that price.
If the DDR5 and the 7950X3D class single-thread performance are the actual requirement rather than the core count, we're not it and I'd rather say so.
