If you can wait for Black Friday and are willing to camp out in the GreenCloud thread, you might be able to get something good. There were past flash sales for 50% off storage servers, and regular sales that gave essentially 50% off for 3 year terms.
Currently paying $22.50/year for 1TB storage with 3GB RAM and 2 epyc milan vcpus.

That budget is going to be the hard part — 1TB of storage alone usually starts around $30-60/yr even on promos, and adding a CPU that actually clears 1000 on Geekbench 6 on top of it is a different price tier entirely. If the 1TB is for backups/archives and the compute is for something lighter, you'll get far better value splitting the two: a cheap storage box plus a separate compute node. Otherwise I'd camp out for Black Friday deals and be ready to nudge the budget up a bit.
Won't get it at this price.. if you are willing to pay a reasonable amount check out @Fourplex storage VPS's, good service
