Is there a reason why you do not want CN provider?
With foreigner provider you also understand and accept they do not care about CN2, intl routing, blocked by GFW, payment method like alipay generally, and the language barrier?

It's not that I don't want a CN provider, it's just that the owner of this company is too restless. The VPS hasn't been running for very long before they want to migrate it. My current network environment doesn't need a CN2 line; a Fremont HE line is sufficient for my needs.

Honestly, for a 2.5G port and 2T bandwidth, $12/y is pushing it for HE Fremont. If you don't find anything stable at that price point and decide to increase your budget for real quality.

Looking for a VPS located in Fremont, CA (preferably in the Hurricane Electric / HE datacenter or routed via HE network).
Requirements & Specs:

RAM: 1 GB
Storage: 10 GB SSD / NVMe
Port Speed: 1 Gbps Shared
Bandwidth: Unmetered (Fair Use) or High Allocation (4TB+/mo is completely fine)
IPv4: 1x Dedicated IPv4
IPv6: Optional / Nice to have
Location: Fremont, CA
Budget: $12 - $15 / year
