Thank you for your comment! Regards price for servers in Russia - we did not increase prices actually, we aligned the prices with those in other locations.
As for the fees for the selected payment methods, there’s not much we can do about it yet, as the payment gateways charge their own fees, and they can be quite substantial (up to 30% for WebMoney). For those who can pay for the transfer in Russia, the fee is 0%.

One of the reasons for removing cheap plans is their use for nefarious purposes, which, according to Russian law, now also include popular technologies such as VPN or proxies. As a result, we are seeing massive blocking of IP addresses in Russia, and this causes us direct harm, since it is practically impossible to remove an IP address from the blocking lists. That is why IPv6 IP addresses also have their own price — to prevent them from being used for the same purposes.

Well, Russia was your cheapest location, so there's a reason for it. I'm certainly sure it doesn't cost you the same as your other locs.
Except Wire transfer, all your other payment methods have a commission. Realistically not that many people will go with this choice tbh.
I'm not 100% sure how they block IPv6 (if they even do, as YouTube and other services are accessible via IPv6 with your servers) but that's just an excuse. I could understand such argument with IPv4 but IPv6? they're basically infinite.

Perhaps, from the point of view of formal logic. But in reality, if you order a service at a promotional price during the promotion period, and then this period ends and the price for the service returns to the standard value, then to me this doesn’t look like a price increase.
A price increase means that new prices are unexpectedly or planned set for the same service. For example, we recently received a notification stating that the price for sending SMS will increase by ~15% starting August 1 — that’s a price increase for me.

I didn't go to business school, but I'm not sure making your website offering simpler for you at the expense of being competitive in Russia location is a solid decision.
