Is installing from an ISO using VNC very slow for everyone or just me? I'm seeing 3-4 minutes between a click and something appearing on the screen.

The CPU model varies drastically based on what our supplier have at the time we place the order. We have a mixture of Intel Xeon 2650v4's, Intel Xeon Gold 6142's, Intel Xeon Silver 4116's, AMD EPYC 7301's, AMD EPYC 7402's, and so on. I can try to accommodate your request for a particular CPU if desired.
We have a mixture of enterprise grade (nothing consumer) SATA SSDs and NVMe SSDs. Most of our systems are NVMe, but I specifically chose not to advertise that, simply because not all systems are - and I'd rather under promise and overdeliver than the other way around.
The free upgrade is for the lifetime of the VPS, including renewals.
RAM/CPU/Storage can indeed be upgraded later without a reinstall. A reboot is required, however, which must be done in our control panel for it to take effect.

I just created a VPS on the same hypervisor as yours. I then loaded https://repo.almalinux.org/almalinux/10/isos/x86_64/AlmaLinux-10.2-x86_64-minimal.iso and was able to navigate between the options (i.e. disk setup, password, networking, etc) with no delay at all.
For reference, my latency (ping) to the infrastructure in question is 79ms - so not too high. My thinking is that this is either a latency issue between your device and our infrastructure, or something to do with the ISO you're using (to note: I haven't tested the ISO you used).
Perhaps you could try using the ISO I linked to above for testing purposes to see if you still have issues there? That would help to rule out one of my theories at least.

Thanks for looking into it, the actual ISO is served from physical server in Scaleway's DC with plenty of bandwidth, I can see from the web server logs that the VNC system is actually sending quite a bit of requests.
My current best hypothesis is that the VPS is continuously mapping parts of this ISO in and out of its small (1GB) memory. At the moment I'm on the final stages of the installation and there is almost no further intervention required on my part: I'll let it run for a few hours and I'll check back later.
