Small VM, low traffic Web, India

What would be the community's recommendation for running 1 VM for mostly low traffic web in India (eg: Mumbai, Bangalore, or elsewhere)? I just want stable VMs, stable network (1Gbps or higher), that I don't need to spend much time thinking. It would be very low traffic (only in the GB range). Budget: below USD 4 per month. Thanks!

@webhorizon is good, price starts at 3USD a month. One of the well balanced provider. If you can spend more, go for vultr, I dont think any provider can match their uptime in India (not including big 3). If I remember correctly @DigiRDP has plans starting at 5USD maybe.
@HostDZire not sure about the budget but they have got great VMs in India.
Wait for 15 Aug. Indian independence day. There should be some deals.
If its for 1 website only, i would go with shared in Singapore, search here you will find some deals.. If you are vps guy then @HostDzire and @SmokyHosts had good deals, but w8 as others said for some holidays.
