  Does it need to have a dGPU or would an iGPU work (won't be Nvidia though)? Just wondering because, if you're doing video transcoding, a dedicated server with an iGPU will be cheaper.

  Hetzner got cheap old gtx 1080 gpus if you need them for transcoding, but cpu won't satisfy your 20 core requirement. Good luck.

  NVENC on the GTX 1080 is really awful. I'd recommend almost anything but that.

  Even good H.264 isn't that good.

  We could swap out the Ryzen 7 5700X for a Ryzen 9 3900X/3950X to give you a bit more cores for the same monthly price.

  The amount of cores is still slightly less than what you asked for, but it might be interesting with the high-speed RAM and RTX 4060.
