Looks like GorillaServers (never used them but hear good things) has a 7950X3D node available in LA, and some other HF AMD nodes.

Unfortunately they're only available with a 1Gbps port.
FiberState (non-aff, aff below) has a build similar to what you want w/ a 10Gbps port but out of stock, although you could message them and see if they could get one provisioned for you. They respond very fast.
