In addition to those, i think @ShockHosting also has VPS servers in South Africa.
They're with datacamp there (looking glass).
I was never their client tho, just giving an option to consider.
Rackzar is really good.

MAXKO_Hosting: Currently don't have South Africa options available.
Rackzar and Zappiehost—both are a little bit costly but can be considered. I was using Geo.Hosting and TheHosting (PQhosting) before. I used zappiehost for New Zealand before.
global.ba—Too costly for 100Mbps speed; Previously using TheHosting (PQhosting)
ShockHosting—I am using ShockHosting, and they don't have a South Africa option.

I wish there were any more cheap options for both.
Give some specs & price and maybe we can be more of help. Bosnia is generally expensive, and I haven't found any cheap deals there ever.
For ZA there's also https://client.absolutehosting.co.za/store/budget-vps-servers, but I haven't tried them out. I believe this is as cheap as it gets in there.
Also, depending on your use case, maybe some other country also suits well?
