It works but routes are not optimal.
Usually you have 25ms from Tokyo, however I get 40ms, likely backhauled.
Better would be Khabarovsk.
@misaka has it, reselling edgecenter, they used to be cheaper.
hosthatch jp looks good. If you try other APAC IPs with GlobalPing, its routing through Frankfurt and back to APAC.
Direct routes to APAC from there can be somewhat hit or miss, any wrong move and you go all around the world via Europe and USA.
Still curious what is the end goal. If to provide VPNs for people in Russia, it wouldn't be great in any case: Russians will tend to mostly access sites hosted either in Russia itself, or in Europe. Even with sites behind CF, the origin server will be most likely in either of these two. And Telegram stores their accounts in the AMS DC. So, even if they will have a low ping to their Japan VPN server, from there on nearly always it will be a who-knows-what route back to the EU side of things.
May have a point for YouTube, though.
Korea is bad location for Far East Russia bcuz Korea dosent have cable directly connected to Russia
Tokyo will always be 35-45ms to Vladivostok/Khabarovsk.

Pretty much any western services. Cloudflare is filtered, big western datacenter networks like OVH, etc are filtered. Even one of my my control panels hosted on a large cloud provider was blocked by them (though this could also be a big of me ignoring Russian government censorship requests!) - It is essentially China GFW - due to the crackdown of RU citizens news sources during the war.
Youtube, telegram, signal, viber, x/twitter, soundcloud, meta (facebook, instagram, whatsapp), discord, patreon, speedtest, chesscom, linkedin, even roblox is banned
Most popular news (bbc, nytimes, anything) and porn (like ph) are banned aswell.
If you unlucky enough: hetzner, ovh, scaleway, cloudflare, aws and fastly ip/subnets are dont work at all or have crazy low speeds
So right now any russian citizen need to use vpn to have access to most popular services in world
To OP: Rostelecom owns japan/russia undersea cable, so look for providers in japan who have rostelecom in peers (or at least their upstreams).
Probably best option here - make multihop via edgecenter vds since they have good local presence everywhere and have rostelecom upstream/peering

A big issue is traffic between East Asia and Europe usually routes through the US. This is because most Tier 1 carriers won't cross Russia.
This means a Japan VPS might cross the globe from far-east Russia to Japan: Japan to US, US to EU, EU to Moscow, then Moscow to far-east Russia.
You could use test IPs at Japan VPS hosts. You could also look at a Japan VPS with Russian peering (i.e. Rostelecom).
I haven't used Asian VPSes in almost a decade. I did briefly have a Veesp VPS in Russia more recently but cancelled that too.
There are direct links from Russia Far East to Japan, and when they are used both ways, it's about 30ms ping. There are chances of what you said if one is unlucky, but it's not always the case.
25ms to be exact, but currently this route is quite costly.
Used to be cheap, for less than a dullah you could bend to Waifuland directly.
