Requirements:

Bandwidth: Unmetered / unlimited preferred
Network: High-speed, good international routing
CPU: Flexible (no strict requirement)

Other preferences:

No preference for location?
Use case must be accepted. Location can be any but Europe preferred.
Get a cheap storage vps or dedi and use a dmca ignored vps infront to proxy, will probably cost you 1/4th of your budget with likely better performance
Or just get a storage VPS from @aluy who covers you with an all in one

some file host website who ignore most of dmca dont use such offshore hosting. you can cut down almost 70-80% cost by using proper technique
@bdspice is right, you can pretty much achieve the same results with much less cost by chaining VPN with Cloudflare tunnel using this guide.
