That's... interesting and I'm glad you pointed it out. Last time around, it seemed like it was OK for the same (LET) user to post keys on behalf of other users and I remember doing it over the course of many days to help folks along.
I guess this time around it isn't allowed and that's rather unfortunate.
Maybe we'll get a clarification.
In the mean time, I will take that as a hint and stop.
