HE.net
I'm honestly so surprised they do that, considering they are otherwise very feature-limited
Tho they charge $2,500/month per flowspec session
@Alyx cheaper can be ATW.HU but not in Brazil.
Lumen and RETN
equinix baremetal (packet.net) used to. but they're going away...
ok... I can't find any of the old packet.net docs on how to set up flowspec.
equinix may have nixed it? Sorry, it's been a while since I used their services in production.
It may fall into a paid service now. I just don't know.
OTOH, cymru does to flowspec! for free, even!
They call it Unwanted Traffic Removal Service. It's flowspec + RTBH, but IIRC you can config it for just flowspec.
You do need an AS, and need to be announcing a block.
Also, the exabgp github repo's 'Related Projects' page has some excellent resources.

I particularly like the EdgeRouter bits, but I haven't played with most of the other projects listed there.
We offer it but we are in Frankfurt, Germany.
