VPS for Discourse Forum
I'll start off by saying that I've spent days trying to find the "best" VPS provider for my needs, but it seems like every time I think I've found a solid provider, I find multiple bad reviews and complaints, which leaves me undecided.
Understanding specs such as CPU is difficult to navigate because there are so many different models, and some providers don't list shared vs. dedicated.
I'm setting up a Discourse forum which will have about 100 users but need room to scale to about 500.
Cost isn't an issue. I'm mostly interested in quality, speed, uptime, and great tech support.

I’m worried with ”great tech support” though, if it means what I suspect, you’ll need a managed server. Most providers here will help you when the disk is broken or the network is down, otherwise, no.

It's interesting that you replied first because I thought HostUp looked like a decent provider but then I found your thread where you completely dismantled them on here so it was back to square one, LOL.
instead of vps why not go for shared hosting? example knownhost?
Can absolutely recommend @dataforest (avoro.eu/php-friends.de), great support and uptime. And most of their products have dedicated cores.

A plus with Hetzner (even though they’re definitely not perfect) is that they’re not very strict on CPU usage even on the shared vCPU plans, or at least, that’s my experience. That’s not to say that you should abuse it, but generally, when I max out every once in a while I don’t worry about getting suspended or limited. You don’t want to get CPU limited because your forum gets a traffic spike.
Avoro, as mentioned by others, I have very good experience with, albeit short.
IMO I’ll probably always feel a bit of extra confidence hosting directly with the DC having the servers. It’s just one less middleman where things can go wrong, that’s the main reason I prefer Hetzner for production. But that Avoro VPS performed really good..
I am in the United States and the majority of my users are in the US so does it matter if my VPS is located in Germany?
Will there be a noticeable difference to users on a VPS in Germany compared to a VPS located in the US?
Then a US VPS will likely be better as long as your content is legal in the US.
That depends on the type of the content, with plain HTML sites there shouldn't be a problem, the RTT is usually around 100 to 200 ms.

For forums I'd say it's not a big deal, but would be better if you put it behind some CDN such as Cloudflare, G Core, ... which all have free plans.
Not sure where LET is hosted but I suppose in the US and works relatively fast in the EU for me. LET uses Cloudflare so that definitely helps
Regarding your original post, here's a few of my personal recommendations:
@AlbaHost has all Ryzen CPUs in their VDS line with dedicated cores and quite affordable with a lot of resources. Available in The Netherlands 🇳🇱, Germany 🇩🇪 and Poland 🇵🇱 (if location concerns you, DM them to select). I have a VM in each of their locations (Netherlands 🇳🇱 is quite new) and its been rock solid since, almost a whole year.
@alwyzon has all EPYC CPUs in their VPS line. They're available in Austria 🇦🇹. Rock solid provider aswell, close to a year already with them.
I would've recommended you a few more but those hosts either lack of good support and/or they use old CPUs which are not very fast.

If you insist with vps why not go for HostBRR @labze they have solid vps with anti ddos to keep your forum online .
Good price too with support that replies when required.

Discourse is an open source discussion based forum and it widely used by providers example Almalinux using discourse .
I am also using discourse for gaming discussion.

As far as uptime is concerned, I've never had any issues with Linode. I've heard good things about Webdock as well. Not sure about the support though
I think @BloomVPS is probably the most premium vps provider I know of and they are very clear what their services do or do not provide - but you can also check out the big boys like hetzner, azure, linode, etc as some of them have 99.999 or 100% SLA but none of them are going to help you with tech support unless its a them problem. If you need tech support you can consider a medium sized provider and join their IRC/Discord server and hope their community will help you but yea - ik @leapswitch does managed VPS in several locations around the world if you really need that support.
