In Europe, I think there's only oneprovider, which resells old servers.
But I'm not sure they allow public trackers / any form of abuse
Never tested for this use
Edit: And I'm not sure that 120TB / month is in their definition of fair use either.
That's a constant use > 1/3 of the port's capacity.
Just go with OneProvider.
