8 Core
8GB RAM
should have I/O Throughput of 400MB/s
Should support Swap space of atleast 30GB
500GB bandwidth is good
Location preferably in US (West Coast)
I can bring my own Windows License

Budget is flexible.

I would suggest you check BuyVM. If they have it now, it is a good option. I was using their service for a few months and never had an issue.

Windows is included, but to get more GB, you will need to attach a block of storage as well.
