It makes zero financial sense for any provider to charge $1.00/mo. The transaction fees alone make this unfeasible.

mate, you do understand transaction fees, right? If they charge you a dollar, they are probably making like 70 cents max. Considering the cost of IP addresses, it is unlikely that you find a solid provider willing to offer you those specs. Maybe you could get an IPv6 only VPS and run it behind cloudflare?
Paying yearly seems like your best bet for what you require without any extra hoops to jump through. If you decide not to keep running pterodactyl on it, you can always use it for something else.

They are one of the few providers offering a $1 monthly billed VPS aside from flash sales and special offers. Try contacting support, because I have never had a problem with them deleting my services. I will say there is a lot of CPU steal (obviously) so be mindful of that, but I have four different tor exits running with their $1/month plans. I did not recommend them since you seem to have given up on them.

It's a bit more than your budget at $1.50 but it is also a bit higher specced. I've had services at their Denver location with little issue. Your mileage may vary though, as there are reports of downtimes in other locations and their support is known to be poor.
