I only get 250kb/s download speed from Kimsufi server

I only get 250kb/s download speed from Kimsufi server
I think something prevents high download speed. Maybe https? Or what would bar from it?
Note: Using sibsoft script.

    There is TONS of context missing here. Such as:

    1. What server do you have

    2. What operating system are you running

    3. What software are you serving the file with

    4. Where is the server located?

    5. Where are you located?

    6. How fast is your internet connection your downloading on?

    7. Is the server doing other things which could be utilizing the connection and slowing things down?

    We are happy to help but you need to first provide some actual useful metrics by which to consider your question.

    Dedicated and vps
    Centos 7
    sibsoft xfs
    russia and france
    its not about internet connection i normally get 4mb/s speeds
    https url

    I dont know whats wrong with the server.
