Looking for below spec,
- Good CPU
- 512MB RAM
- 10GB Storage (SSD Preferred)
- 500GB Bandwidth (1TB Preferred)
- 100Mbps Network Is Good Enough
- IPV6 Address needed
Usage:
- Will host a simple website
- Nothing related to mailing or abusing
- Port 25 can be blocked forever
Budget:
- $3 - $5 (Cheaper Prefered :P)

Definitely use the 1euro Arubacloud Starter in the UK, Frankfurt, Italy1 and Paris DCs. (czechoslovakia if you are adventurous and need more locations)
Getting the account setup properly is the main hassle here.
