Looking For VPS with many IPs

Hi, everyone! I am looking for VPS with multiple IPs, here is the what I want:

• At least 128MB RAM and 2GB Storage;
• More than 10MB Port, 100GB Traffics;
• 5 or more IPs (from different Subnets are better), could have port 25 blocked;
• Any locations and virtualizations are OK;
• Blacklisted IPs are OK but cannot be blocked by China's firewall;
• IP justification: Private Proxies for grabbing data (Crawler), I guarantee no mail or torrent traffics through proxies. The data is for a social study in my institution.
• Budget: below 12/usd semi-yr
• Any VPSs below 4usd/year with 1 IPv4 also welcomed.

I already ordered more than 50 VPSs from many providers, no dispute, no suspensions nor terminated by any providers, and have only one refund record from hostbd24 (a deadpool), so I am not an abusive user. I can understand ToS.
